AMHERST — Regional school committee hears MARS analysis on municipal fiscal pressures. The committee's discussion focused on Amherst's near-zero excess levy capacity, the region's limited commercial tax base, and the cost of out-of-district special education placements, which can reach $100,000 to $200,000 annually.
