AMHERST — Regional school committee hears MARS analysis on municipal fiscal pressures. Steve Hemman and Julie Kelley of the Massachusetts Association of Regional Schools presented municipal financial reports for Amherst, Leverett, Pelham, and Shutesbury to the Amherst-Pelham Regional School Committee. The committee's discussion focused on Amherst's near-zero excess levy capacity, the region's limited commercial tax base, and the cost of out-of-district special education placements, which can reach $100,000 to $200,000 annually.
