Finance Committee · Meeting of August 18, 2026

Amherst's Finance Committee reviewed financial policies and long-term liabilities without taking a vote. Sean O'Toole told members the town holds a 15 percent reserve target, 5 percent in free cash and 10 percent in general stabilization, and that retiree health (OPEB) funding stands near 20 percent with about $750,000 set aside yearly. He laid out five scenarios, with full funding between 2042 and 2043 or never, and leaned toward options that devote 25 to 50 percent of pension savings to OPEB.

The county retirement system's new schedule targets full funding in 2034, and total employer payments are projected to fall from about $39 million to about $12.5 million. The meeting adjourned at about 2:46 p.m.
